No. The reason is complicated but more easy to understand with an explanation. Route M3 is BTW an ordinary tram route, running (also) in a very small village. But this is not the real reason.
In Belgium, the local transport is financed by the regions (Flanders, Wallonia and Brussels); in this case Wallonia.
The railways are financed by the Belgium (national) authorities. Wallonia asked since long a railway connection to the local airport of Charleroi. Sometimes (red line...) it's half accepted (for later...) but now it's refused (red line again) and Wallonia then introduced an additional new bus line from Luttre station (on the railway line from Brussels). There was already a dedicated line from Charleroi. Purely informative: a special (and very expensive) fare applies to both lines. The airport itself is also not an asking party: they have an exclusive contract with a private bus service from Brussels: also very expensive and the airport gets a high commission on each ticket sold.
The few times I drive to Charleroi airport by car, I automatically pass the Jumet depot: you can just see it from the highway exit. It's a very short distance, but there is no interest in it.

Is there a plan to bring the light metro to the airport? The M3 line passes not too far from it.

Excellent map.
Only the explanation about changing from right to left hand traffic beyond Waterloo is highly dubious. Actually, I had never read anywhere (not even in official documents) that it was ever intended to transfer trams from the coast to Charleroi. Furthermore, it could be possible to broken out the junction and simply driven on the right, as on all other routes: middle platforms are used almost everywhere on this system.
These branches should have come into service as early as 1985, but the then remaining tram operator (SNCV/NMVB) could not reach an agreement with the other operator (STIC), which had the monopoly on public transport operation (but only with buses) in this particular area.
During the planning, the STIC was effectively involved and demanded that boarding would be done on the right, analogous to what happens with buses. Their travellers were so familiar with this and there was no reason for them (the STIC) to change it...
In 1991, both companies merged but it's clear for everyone that it would take many years before everyone could share the same offices...
The STIC's specific desire didn't disappear in a one-year span and so for the sake of peace, left-hand traffic was inaugurated in 1992, as it had been planned long before...

This is the second colour scheme, after orange, which disappeared in 2012. Now all trams will look like this:

Some of the trams not (yet) renovated also received the new (and therefore third) livery in the meantime.

Maybe I am wrong, but old I like old livery much more.

Возможно, я ошибаюсь, но старая ливрея мне нравится гораздо больше.

I have rarely seen such nonsense. It is clear that both parties (tram companies) either did not communicate, or did not want or could not reach an agreement.
Complete trams were still available - sometimes even in running condition - until recently.
I suspect I do know where the problem was and the consequence is that they will rather pick up the demolished parts at a scrapyard than pick up a complete tram from the other company.
Although the situation changes from day to day, last week there were at least 3 complete trams in Ostend awaiting disposal.
But here too, one can reasonably assume that they will be scrapped like the other trams...

That the works are finally starting now is thanks to Covid-19. Europe has provided a budget for ecological purposes for all member states. Wallonia will use it for tram projects in Charleroi and Liège, Flanders got much less but will use the money to renovate (and isolate) outdated school buildings.

I took the opportunity to post another picture, which totally fits the local curiosity cabinet.

I don't want to go below the red line, but if you know that at one point, half of the city council was in jail for corruption, then everything is also said....

Thank you for such detailed but sad story. Since I've heard about these metro-stations in Charleroi for the first time in mid-2000s, I couldn't guess reason for decision not to start operation.

Everything up to this point was 100% ready during the summer of 1985 and the inauguration was also planned for 23 September 1985. It was a few days before all this was cancelled.
To describe the whole history here would be very exhausting. Let's stick to the fact that a lot was designed, sometimes partially built and never finished, or completely built and only much later or never put into operation.
This is also true on the existing lines, where attentive travellers can see the rough construction of ghost stations on a daily basis.
One consolation: in Antwerp, there are such stations.
