Actually, it may be something else: a Songdowon. Songdowon #102-106 have the same higher windowline while retaining a very similar body to the Chollima-82 (because they are based on it). But clearly, this vehicle has gone through an overhaul, so it is impossible to tell.

Same slogan on front and side, same little spotlight on the roof.
In both 2006 satellite images, there appears to be a third articulated trolleybus, placed where the three single trolleybuses are now.

Gamerdgl has a new theory, that the line at Jonchon runs into the 2.8 General Machine Plant (aka Machine Plant Managed by Ri Jong Ok). The 10/25/2021 satellite shows poles on one side into the factory and in this 2008 visit, https://nonproliferation.org/wp-content/...t-2.jpg
there is what appears to be a mounting bracket on an arm of one of the poles in the background, in this marked position: https://nonproliferation.org/identifying...plants/
And in the plant, some poles are probably obscured by the thick layer of trees.

It's a relatively new system, it only received its trolleybuses in the 2010s.

Kimchaek had no trolleybuses in 2018 (Google Earth). It received two 'new' ones in 2019.

Although the wires are still very bad.

Also, there is good evidence of trolleybus in Jonchon County. A torrential rain destroyed the depot roof and two trolleybuses are visible.

This is the south Korean repository of a Rodong Sinmun article, (which unfortunately, only searches titles) and says that the Onsong-Wangjaesan trolleybus was opened. The article is dated 16th January, 1996, so the trolleybus probably opened a day earlier.

I think, this is a Chollima-82 with local body replacement. The middle door has been removed and replaced with a window of different size, the window line has been shifted up slightly, the rear glass has been replaced with metal in the same shape and about everything else is the same, for example the small window behind the rear door.

Thanks to @gamerdgl , this photo has been located by video evidence. It is taken at 39° 0'52.98"N 125°45'50.56"E looking towards south-east.
The indicator reads '새로만든차' which would mean new vehicle. Judging by its position, it is been transported to trolleybus line 4 from presumably one of the department store lines.

Now, it is said that the Chollima-321 has autonomous course, so I'm not sure what's going on here. Maybe the battery ran out.

The Nampo trolleybus has again been captured in motion on satellite.
2 trolleybuses leaving depot plus 1 near the east loop
However, comparing 12/24/2020 with 5/6/2021 shows all other trolleybuses parked in the same position.
I doubt that they had parking skills to park the trolleybuses in the exact same position between 6 months. Perhaps this would explain the number of standard buses in Nampo, seen on all roads, covering the whole trolleybus line.
I can't say for sure, but a bus parked close to the trolleybuses looks like the solar panel bus, it has a very reflective roof

New Google earth image 3/17/2021 shows at most three trolleybus in depot (2 new, 1 old), none are in service. Only white and green buses with air conditioning are running.

Loop around the city park was demolished between 2000 and 2006, these photos infront of the building on the south east corner show supporting wires that were removed during those years. (2 photos)

A vehicle is seen at 25:18, moving on the road behind the square on the eastern branch. The vehicle is very odd, and appears to have only 1 door at the front. Roof equipment appears to be there, so it is probably not a bus (on February 17 news a green bus with air conditioning was seen running on the line). It appears to have black or glazed windows.

Within Sinhung-up electricity is carried on wood poles, it is very likely that the 2 poles are trolleybus poles with their different concrete construction. It can't 100% confirm it, but makes it significantly more likely to be a trolleybus.

I found no videos or photos from state media about Jonchon. Of course, the former system in Kumgol did not really have a visible loop at the train station either. So it could exist and there is probably secrecy around the plant because of its military manufacture.

unfortunately, the definite section is only 800 meters long and given the date (2011) other parts may already be partially dismantled. Logically, it should run to the coal mine but there are only few poles on the side of the road there...

At past 5 minutes, you see distinctive trolleybus poles at the south loop. Trucks are carrying passengers. While the video doesn't show the overhead, it is obviously not the electricity poles earlier in the video and must be a trolleybus pole.
