I corrected the location: the driver had forgotten to change the destination and was already on his way back towards Ostend or Westende. The Zwarte Kiezel turning loop is visible in the background, where the tram is coming from. There are many such places near Den Haan (and Bredene). Whether it is possible also depends on the height of the vegetation. It has been raining almost continuously for the past few months, this may cause plants and branches to be much too high or large.

Thanks! Appearances are unfortunately deceptive. It stormed (just there) much more severely than I had felt before (in Ostend city). This had two consequences. Too many clouds were approaching to make acceptable sunset photos. Moreover, at the top of the dunes, the wind had made it unbearable.
So this explains why I took the other photos downstairs, where there is a strategically placed shelter that completely catches the wind.

In the picture, you can see how hard the sand flies between the tracks - up in the dunes, this was also the case, but higher up and therefore all over the body (and face...).

I'm not complaining: these trams are going to be in operation for a long time and I'll be visiting the coast again.... The only thing missing here are photos in the snow, but this is a rare phenomenon on the coast.

"Пегий пёс, бегущий краем моря."

На крыше написано что-то про СО2. Наверное, что не производит его.

Юза тут, наверное, не бывает, потому что море посыпает рельсы песком.

For those interested: 23 September 2023 would mark the farewell to this type of vehicle (BN trams): they are working on their very last season. The remaining trams (with the exception of 1) drive around without advertising. This does not involve repainting but stickering.

About an event/round trip, I don't have any information now. Keep in mind that this was categorically refused in Antwerp (oldest type of PCC).

Песок. Там же пляж рядом. Там вообще, насколько я знаю, на этой линии рельсы и механизмы вагонов изнашиваются быстрее из-за постоянного абразивного воздействия песка на металл.

The last tram that ran here was route 8, which was closed on 30/06/1958.
The tracks were still occasionally used for special transport (of children) until August 1963. 2 years later (August 1965), track demolition started.
This is the most visible remnant of Ostend's city tram.

An interesting and remarkable photo for several reasons.

1. One must already be at the right time and place to shoot the reason for this tram's existence: towing off a broken tram.

2. Until recently, this tram was unsuitable for towing a CAF tram: the coupling was just a bit too high and the tram was rebuilt for this purpose. This too only got finished fairly recently (very shortly before the shooting). For these reasons, a low-floor tram from Antwerp had been transferred as a working car during this time.

All in all, an exceptional and interesting photo. Thanks for sharing it here.

Thank you, Alex, your comments are always appreciated here. My knowledge on this topic is ultimately superficious, and you, being a local person, have added more interesting peculiarities.

Sorry for the reply / comment in English.
The explanation above is 100 % correct: I'll just provide additional information.
These are always the same trams that were transferred from Ghent and Antwerp: these are the so-called pool trams, which have undergone some minor technical modifications in order to be able to run on the coast as well. The most important adjustment is the possibility to use removable steps: the Antwerp and Ghent trams are 10 cm narrower than those of the Coast.
In the meantime, new trams were ordered and delivered, but again, the number is sufficient for the busiest basic service (e.g. Easter holidays) but insufficient for the very busy summer service. The initial plan was to scrap all the old trams and continue the system from summer 2022 with the transfer of trams from Antwerp and Ghent. The advantage, of course, is that the maintenance centre had only one tram type to maintain.
The disadvantage is that transfers cost a lot of money and time, and because of Covid-19 in Antwerp there is a shortage of staff, so the surplus of trams is less than the other years. It was therefore decided to retain the 12 least bad BN until further notice and keep them in service, in addition to the existing 48 new trams. With these extra trams, all services on the coast can just be assured.
One low-floor tram from Antwerp remains on the coast: this serves to tow away a possibly defective CAF tram: the existing BN tram cannot do this yet, but is being converted for this purpose. Incidentally, this tram exceptionally returned to passenger service, as there was no other tram available at the time.
Finally, there should always be such a tram on the coast, to familiarise new drivers with this type of tram as well.
