This is the south Korean repository of a Rodong Sinmun article, (which unfortunately, only searches titles) and says that the Onsong-Wangjaesan trolleybus was opened. The article is dated 16th January, 1996, so the trolleybus probably opened a day earlier.

It looks like a trolleybus overhead, but somehow reminds me more of a feeder line, rather than actual overhead. Possibly due to low quality of photo.
