I don't have any official information for that, but yes, unfortunately, this is probably also possible. But it would probably not be diesel buses, but rather mini electric buses. But who knows?

Během rekonstrukce nadjezdu (z roku 1964) se totiž objevily nečekané závady a práce se tak o několik měsíců protahují. Předpokládané otevření (a tím i ukončené výluky) je podle tohoto zdroje plánováno na duben 2022.

Yes, exactly. The closed part is now under complete reconstruction. Between Lehel tér & Nagyvárad tér is special M3 bus line in operation. For better traffic coverage of the city center, some trolleybus lines are also extended - No. 73M from the final stop Arany János utca to Deák Ferenc tér, line 72M along the route of line 83 to Orczy tér.

It's strange, because on the official BKK website in the Timetables section you will find the current timetable of the 79M line - see: https://bkk.hu/en/timetables/#79M
Maybe the author of scheme forgot to draw 79M line...

I think the trolleybus has a front plastic mask from another vehicle (because the DAC 117 UD is model of articulated diesel bus). Other Targu-Jiu trolleybuses have a plastic mask with the inscription ROCAR. And ROCAR & DAC should be one factory together, they have been selling products under the name ROCAR since the 90's. Please, is the plan for extension of trolleybus tracks still actual or not? What is the current situation around trolleybus traffic in Vratsa and do the trolleybuses have a future there? Thanks for reply.
