Turns out you've gotten very lucky. 5022 was put on display here literally a few days before your arrival. A satellite photo in Goolge Earth from 07.2018 doesn't show any trams on display, but the next photo from 08.2018 does show a tram here. A park will be built around this car by 05.2019. A very strange location for a park, I should say - right in the middle of an industrial park.

Of course, it was only by chance that I discovered this tram - when I drove down the tram line. The tram looked remarkably good, but it didn't really surprise me: in Japan, I don't really expect anything else...
It is also a complete surprise to me that this tram was just there. I can only thank you again for the brilliant research.
Of course, it would be interesting to see how this tram is doing now (or in a few years).

According to satellite photos by Google, the car is still parked at the same location at the Shin-Yoshihisa Stop as a static display.
