What are the purposes of these cars? The B4D looks like a wash car, and the T4D?

Какое назначение у обоих вагонов? Прицепной это видимо поливомоечный, а моторный?

Моторный - тягач и восстановительный вагон.
Кстати, в Праге есть два подобных вагона на базе Т3.
Прицеп - цистерна для обводнения зелёных путей. Вода собирается с крыши цеха трамвайного депо.

The work vehicle 106 is provided for towing broken trams. The grass tracks are watered with the B4D. Normally the T4D 104 is used with the B4D 152 but had to be overhauled and so 106 was used in combination for a few days.
