Further investigation revealed that this in fact is the northern depot. In your photos I see trolleybuses from routes 40, 41, 42, 43, which are clearly Pescărie and Mamaia routes. The other facility in Eliberării would house routes 48, 49 or 51. Furthermore, the building in the following photo was located in the northern depot, it will be demolished in 2006:

Most curious are the names of the depots. The northern depot that you photographed was Autobaza 2 or RATC A2. The western depot in Eliberării was officially called... Autobaza 2 Sector 2, or RATC A2 Sector 2 )

The Autobaza 2 was the main and the largest bus and trolleybus depot in the city. It will remain buses-only depot, with the trolleybus section abandoned, after most trolleybus routes closed in 2003. The facility will be abandoned completely and buses will be relocated to the former tram depot, after the tram system closed in 2008. The grounds of the depot are almost entirely abandoned today, with only a small section used by a supermarket.

The Autobaza 2 Sector 2 was more like a storage yard, not a full depot. However, somehow it will remain the only trolleybus depot in the city between 2003-2010, serving the remaining routes 48 and 48b. It is used as a bus storage yard to this day.
