For several reasons, this is an historic photo. It was taken before the new tramline (and the entire system in Paris) was put into service. The tram is not yet fully finished: the painting was not complete and no number had yet been assigned to the vehicle.
The location was near the Bobigny depot.

Nevertheless, I was recently surprised to realize that the Paris tram system has now grown to become the 5th largest in the world:

I don't know if this is true. The Translohr system (0 mm track gauge) is offically also noted as tram in the tram system - but it isn't.
And the same case is also for the exploitation on the railway lines, by the SNCF. The only reason for this are other rules... and a lower wage for the drivers, see T4. On some of the newer routes, mixed rules applies: railway and tramway rules, including running on the right (in the streets) and on the left on the railway lines.
