Anscheinend kann der Wagen nicht einmal rollen, geschweige denn aus eigener Kraft fahren. Ich vermute mal, ein oder mehrere Radsätze bzw. Achsen haben sich festgeklemmt. Nur so etwas könnte eine derartige Bergungsaktion erfordern.

Интересно, во сколько обошлось управлению такая "буксировка". Неужели нельзя было как-то поставить запасную или пустую тележку.

The problem was a broken bogies. It was decided by those responsible to remove the tram by van from the site. The simpler version would have been auxiliary bogies.
