This is not grass at all. These are landscaped plants, which require no maintenance and just ensure that no grass will grow.
It's certainly not the first place I saw (and photographed) this but I cannot immediately remember where else I saw it before.

Вот этот бледно-зеленый фон, сквозь который пробивается растительность, меня самого смутил.
